Replaces the mayor section's large portrait-card grid on /toronto/elections/2026 with the same compact 64px-avatar row list the ward pages use, so both candidate lists share one layout.

  • Each row: portrait (or initials block), name, bio, and the campaign-site link on the right
  • The tag chip now renders only for incumbents, on both the mayoral list and the ward pages — Declared / Exploratory / Challenger / Registered chips applied to nearly everyone and carried no signal
  • Retints the ward locator map and the OG image templates (election set + pledge stamp) to the blue linen palette the election theme moved to in f6c7310 — they still hardcoded the old warm newsprint values

The mayor section's big portrait cards are replaced with the same
64px-avatar row list the ward pages use, with a tag chip per candidate
(Incumbent / Declared / Exploratory).

Declared/Exploratory (mayor) and Challenger/Registered (wards) chips
carried no signal — every non-incumbent had one. Only the Incumbent
chip remains; the per-tag style maps go with them.

The election theme moved from the warm newsprint palette to the soft
Toronto-blue linen (f6c7310); the ward locator map and the OG image
templates still hardcoded the warm values.
