Release v14.3.0

I think we have some nice features (avx_128...) to ship and since we did not break anything, I think we can make a minor release (it takes forever to bump xsimd for Arrow so I'd rather release before we need it).

We'd likely want to wait for #1357 and #1358.

What do you think @serge-sans-paille @DiamonDinoia @JohanMabille ? Anything else we would like to get in ?

Not to delay this too mcuh, I am validatig the encoding of see instructions when used in avx,avx512 context to see if there are penalties in my Apps and if we miss some obvious kernels. I should be done soon.

Thanks for putting this together.
It looks like all the checklist items are already merged. I wanted to confirm that the NEON header-guard fix for clang-cl/MSVC compatibility (#1346, commit a903944) is included, since it landed on master in May, ahead of everything listed here. We encountered this exact issue while building for Windows ARM64 with clang-cl, and are currently using a local patch as a workaround.It would be great to move to the standard release once v14.3.0 ships. Do you have a rough estimate for the timeline?

@shaikadilrasheed-mcw Yes, the NEON header-guard fix will be in the 14.3.0 release. We plan to release this week or early next week.

One more then it should be good! These emerged by using the new APIs in my projects last and this week.
Addressing @serge-sans-paille comment, simplifying some logic and fixing AVX512 too.
I am looking forward to having a codegen test :)
